REACH Regulations, in relevance for tattoo inks, is also known also as Regulation (EC) No. 1907/2006 (Registration, Evaluation, Authorization and Restriction of Chemicals). It came into effect in the EU, EEA and Norway on January 4th, 2022, with a crucial update on January 5th, 2023. The regulations seek to classify, harmonize and simplify the existing chemicals legislation throughout the EU, and to replace various archaic decrees, such as the EU-Nickel Directive. REACH comes in place of the non-binding Resolution ResAP(2008)1 which refers, among other things, to the Cosmetics Regulation (EC) No. 1223/2009 and the CLP Regulation (EC) No. 1272/2008 (Classification, Labeling and Packaging). The updated regulations eliminate the pre-existing patchwork of alternating regulations in varying degrees of detailing, and standardizes and regulates the field within the borders of the EU and EEA.

REACH Regulations are binding for the entire tattoo business, from the manufacturers of inks and pigments, through the tattoo suppliers, and to the tattoo parlors and artists. The new regulations cover anything from the use of compliant chemicals, new packaging and labeling, the languages used on the product and the information that must be shared with your end-customers.

Please notice that the pigments Blue 15 and Green 7 were exempted from the 2022 REACH Regulations by an extended transition period, and could have only been used until January 5th, 2023 – when they became obsolete and illegal to use.
